There was no one singing at the time who had such a uniform, round color from top to bottom coupled with immaculate phrasing, legato and an actually exciting top. From 1970-1981 he was the best lyric tenor in the world. Even today if I want to listen to any of these operas, I make a beeline for a live Pavarotti recording.
The thing is, in the repertoire that made him really famous: Lucia, Puritani, Fille, L'elisir, Boheme, Rigoletto etc. I'm certainly not going to compare him with sopranos or basses. This is of course in comparison to other tenors. Compared to the singers of his time, he really was levels above.
